Skill Development and Consultancy

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by the National Skill Development Corporation. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under the Recognition of Prior Learning (RPL).

Pradhan Mantri Kaushal Kendra (PMKK): – Under the Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) has initiated the establishment of state of the art, visible, aspirational model training centres in every district of India. These model training centres are referred to as Pradhan Mantri Kaushal Kendra (PMKK).

PMKK are equipped to run industry-driven courses of high quality with focus on employability and create an aspirational value for skill development training. PMKK envisions to transform the short-term training ecosystem from a mandate driven delivery model to a sustainable institutional model.

Investment support is provided for the establishment of PMKKs. NSDC provides the funding support in form of secured loan up to a maximum of INR 70 lakhs per PMKK.

Deendayal Antyodaya Yojana- National Urban Livelihoods Mission DAY-NULM is there to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The mission would aim at providing shelters equipped with essential services to the urban homeless in a phased manner. In addition, the mission would also address the livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security, and skills to the urban street vendors for accessing emerging market opportunities.

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) aims to skill rural youth who are poor and provide them with jobs having regular monthly wages or above the minimum wages. It is one of the clusters of initiatives of the Ministry of Rural Development, Government of India that seeks to promote rural livelihoods. It is a part of the National Rural Livelihood Mission (NRLM) – the Mission for poverty reduction called Aajeevika. The scheme will benefit more than 55 million poor rural youth who are ready to be skilled by providing sustainable employment. This scheme derives importance from its potential to reduce poverty. It is also designed to be a major contributor to the Prime Minister’s ‘Make in India’ campaign.

DDU-GKY provides funding support for placement-linked skilling projects that address the market demand with funding support from Rs. 25,696 to over Rs. 1 lakh per person, depending on the duration of the project and whether the project is residential or non-residential. DDU-GKY funds projects with training duration from 576 hours (3 months) to 2304 hours (12 months).  Funding components under DDU-GKY fund a variety of skill training programs covering over 250 trades sectors such as Retail, Hospitality, Health, Construction, Automotive, Leather, Electrical, Plumbing, Gems, and Jewellery, etc. The only mandate is that skill training should be demand-based and lead to the placement of at least 75% of the trainees.

Skill Acquisition and Knowledge Awareness for Livelihood Promotion (“SANKALP”) is a programme of the Ministry of Skill Development with loan assistance from the World Bank. It aims to improve short term skill training qualitatively and quantitatively through strengthening institutions, bring in better market connectivity and inclusion of marginalised sections of the society. SANKALP was launched on 19th January 2018 and has a tenure till March 2025.

The outcomes in the project are measured through the Results Framework, and Disbursement Linked Indicators (DLIs) agreed between MSDE and World Bank.
